This web portal has been developed as a key output of a collaborative project carried out by the International Water Management Institute (IWMI) for enhanced disaster preparedness and rapid response for droughts and other natural disasters in Sri Lanka. The project was funded by Unilever Sri Lanka Limited as part of its commitment to sustaining water resources in Sri Lanka.

Read Me - First

1.0 Where to start

The Knowledge Base System for Sri Lanka (KBS-Lanka) web portal has a front-page and 3 anchor pages. The front-page leads to other data and knowledge gateways (DKG), which are:
  • Baseline Information System (BIS)
  • Crop Monitoring System (CMS) and
  • Drought Monitoring System (DMS)
Each of the DKG have their own front pages (referred to as anchor pages). The BIS, CMS, and DMS anchor pages lead to:
  • Static data and knowledge bases (SDKB); and
  • Dynamic web map portal (DWMP).

As you navigate the pages, especially if you are a new visitor, we recommend that you read the front page and anchor page text before exploring the data and knowledge bases. This will help you to understand the overarching goals of the KBS-Lanka, its vision, mission, and strategies.


2.0 Static data and maps

On the SDKB, when you click on the BIS, CMS, and DMS you will be in the respective pages. Here, you will want click on the moving icon. For example, when in BIS, you will see on the left panel “Gateway to BIS”. Click here. It will take you to:
  • National level
  • River basin level
  • DS division
  • GN division
Here, if you want to see secondary datasets of a DS division (e.g., for Angunakolapellesa shown below), you navigate as follows:

DS division
   DS within Ruhuna
     Angunakolapellesa
       Secondary datasets

This will bring you to a new page:

Location: /Ds div/DS Within Ruhuna/Angunakolapelessa/Secondary datasets/

That will list all the data that is available for secondary data sets:

and so on. You can have 100s of such folders, which will all be listed.
The data that are available here are viewable and downloadable.


3.0 Download data formats

The downloadable data are in standard formats such as arcview shape files, ERDAS imagine .img files, and ERMapper .ers files. The viewable data are .gif, jpeg, or .bmp.

Some of the files can be large size. So check your bandwidth, before downloading the same.


4.0 Web Mapping

The same approach is followed for the SDKB of the CMS and DMS.

The main value of these data and knowledge bases are in downloading and making use for various applications at the National, river basin, DS division, or GN division level.

The dynamic web mapping portal (DWMP) is also made available for the BIS, CMS, and DMS. For example, when you click on the “baseline map server” the following window pops up. Then you put the cursor on map manipulation icons such as zoom, pan, obtain legend, and select layers (as shown in display). When you select layers, for example, you get all the possible existing layers and the one that is displayed in the window is the one that is on top (e.g., soil in the window shown below). You may then click to activate or de-activate the check boxes to display a layer or not to display a layer. Clicking first on “i” and then clicking on the map will provide information (eg., soil type, land use type) of the map at the specific location. By clicking on “zoom to ruhuna” on the left panel screen the Ruhuna basin will be shown, within which you can zoom and pan.

Please note that the DWMP maps can not be downloaded (they can only be viewed and printed off screen. If you want to download data/maps go to static data and knowledge bases (SDKB).

The same approach for navigating the BIS and DMS.
